Affinity Water have an exciting new opportunity for a Land and Property Development Manager to manage a diverse mix of development opportunities across our property portfolio consisting of over 300 sites and identify opportunities to maximise the value of underutilised land, whether through sales, planning gains, development, or forging new strategic relationships.

Key Responsibilities:
- Carry out due diligence on development opportunities including instructing detailed site investigations, title reviews, demand studies; and identifying key constraints/risks.
- Set Budgets and monitor ‘budget v actuals’ as part of the payment approval process.
- Report project progress on a regular basis and keep an up-to-date risk register for individual projects.
- Manage a project consultant team to ensure the viable delivery of projects. Keep an up-to-date development appraisal.
- Identify value gain opportunities, define and manage the strategy. Create financial appraisals estimating the target return.
- Review and recommend planning strategies and land disposal initiatives, ensuring best value is achieved.
- Oversee the entire disposal process, from internal conception and to sale completion.
- Work with legal, asset management, biodiversity, and land management teams to ensure land strategies and outputs align with organisational goals and statutory compliance.
- Navigate the planning processes and negotiate S106/community agreements. Deliver viable and successful planning permissions.
- Identify and implement opportunities for process efficiencies and added value.
- Deliver enablement management plans and ensure compliance with statutory and delivery responsibilities.
- Support the Head of Land and Property Development as required to implement the business plan and with project reporting.
Key Skills and Experience:
- Experience in identifying value add land opportunities with required due diligence analysis.
- Proven experience in managing planning applications, development programmes and management of suppliers, contractors, and internal stakeholders.
- IT proficiency and the ability to produce high-quality reports and plans.
- Strong knowledge of planning policy, feasibility analysis, and budgeting.
Requirements:
- Qualifications: RICS qualification (preferable) or demonstrable QBE
- Good understanding of the wider property market.
- Entrepreneurial, proactive, and commercially minded.
- Previous experience in successfully managing planning applications
- Property development financial appraisals skills
- Ability to take responsibility and ownership of multiple projects.
- Strategic thinker with attention to detail and a focus on delivering value.
- Full UK Driving Licence.

- Salary c.£60,000 - £65,000 per annum
- Hybrid role, with the expectations of a minimum three to four days per week onsite or in the office in Hatfield
