Role Overview:
As a Procurement Manager, you will be responsible for leading and delivering compliant, end-to-end procurement activity across the Operations (OpEx) pillar, with scope extending into TOTEX-funded and investment-led programmes where required.
This role requires strong hands-on procurement delivery capability, deep understanding of regulated procurement frameworks, and experience operating in complex, multi-stakeholder environments. You will manage the full tender lifecycle—from market engagement and strategy development through to evaluation, award, and contract mobilisation—ensuring compliance with UCR 2016, the Procurement Act 2023 (PA23), and the application of NEC3/4 contracts.
The portfolio will include a mix of operational and programme-based procurement activity across areas such as River Restoration, Control Operations, and Maintenance, Repair & Operations (MRO), supporting both business-as-usual and strategic delivery objectives.

Key Competencies and Skills:
• Proven experience delivering hands-on, end-to-end procurement in a regulated environment.
• Strong working knowledge and practical application of UCR 2016 and Procurement Act 2023 (PA23) regulations.
• Demonstrable experience using NEC3/4 contracts, including option selection and commercial mechanisms.
Qualifications and Experience:
• Professional procurement qualification (CIPS or equivalent) is desirable but not essential.
• Experience working within utilities, infrastructure, or other regulated sectors is highly desirable.
• Experience supporting both operational (OpEx) and capital or programme-based (TOTEX) procurement activity.
• A pragmatic, solution-oriented approach with a strong focus on delivery and compliance.
